The Brazilian Program for Housing Quality and Productivity (PBQP-H) is a Federal Government initiative developed to ensure that Brazil fulfils the commitments it assumed when it signed the Istanbul Declaration (Habitat II Conference/1996). Its aim is to organize the civil construction industry on the basis of two key issues: improving housing quality and modernizing production.
Certification in the “Execution of Works” area of technical expertise, applied to construction companies, under PBQP-H’s Conformity Assessment System for Services and Civil Construction Works Companies (SiAC), can be assigned to three levels of certification: levels C, B and A, to which three different normative benchmarks correspond, which themselves are ever-changing.
The three normative benchmarks are supplemented according to sub-sectors:
- Construction works,
- Basic sanitation,
- Road works, and
- Special works of art.
